Notes from the meeting in Veazie on 5/18/04

Education campaign: 2 municipalities need to pay still
Money Breakdown,
97,500 from small MS4s
65,000 from Kathy Hoppe
Contribution from Barb Welch’s program
215,000 Total money for Campaign
Deadline for stormwater surveys is JUNE 1st, after this they will not be
used.
Todd Janeski gave David $3,300-3,400 for the stormwater program.  $1,000
will be going toward USM to develop the web site.  There will be a link to
the stormwater web site on the DEP’s web site.
Thelma Murphy from the EPA was impressed with Maine’s statewide program.
Maine is to be the poster child for other programs like it.
Burgess Advertising offered four hours of their time to help develop a
logo
The slogan decided on is Think Blue, Clean Water Starts With You
The Logo should be the same for each municipality, with the exception of
the Portsmouth Naval shipyard.  The plan is to keep the logo consistent
statewide.
There will be a voice over in Kathy Hoppe’s soil campaign ads so that
stormwater is included.
San Francisco’s Ducky add will only be changed in the areas that say San
Francisco, in order to save money, the surfer will not be removed.
There was a NEMO training on Monday 5/17/04.  NEMO, Non-point-source
Education for Municipal Officers.  This training taught people how to be
NEMO trainers.  There were several different speakers.  If the Bangor area
is interested in having a NEMO training then David can try and get LaMarr
Cannon into the area to give the NEMO presentation.  NEMO links land use
to water quality, and can be customized to fit the area being addressed.
David has re-issued the Maine General Permit.  The only change is a more
clear definition of a disturbed area.  This new permit will stand for the
next two years. Any public comments must be submitted in writing.  David
has 2 weeks after the 30-day public comment period to address the
comments.
David is trying to get John May to give a refresher course on how to use
Asist, preferably before the date that the annual reports are due.  The
web site for uploading the new reporting file is:
A print piece needs to be developed, and then each municipality can do
with it what they please, card stock, magnets, door hangers, bill
stuffers, etc.  There is a grant in the works to pay for a print piece, it
is worth $2,300 however, we haven’t heard back from them yet.  
David and Sarah presented the watershed model for 3 6th grade classes on
5/14/04 at Brewer Middle school.  There was news coverage by local TV and
from the Bangor Daily.  Sarah will be in Veazie Middle on Thursday May
20th.  Please contact Sarah with teachers that are interested in having
the watershed model in their school you can reach her at:

model is to give an understanding of What is a Watershed?
The environmental bond package has been cut from 16.5M to 5M, Every vote
counts, so talk to folks about it.
Public participation programs
Orono, running articles in news letters
UMaine Augusta, in Bangor, running adds daily, and info in message of the
day.  Going to plan projects for next fall and get student government
involved.
Old Town, Get high school projects to go through summer, storm drain
stenciling.
Brewer, Fall clean up
Milford, community day with info and clean up
UMO, add storm water info into earth day and Maine day
Bangor, Vehicle wash station,  Public showing of the new station
Hamden, going to schedule something for the fall
Suggestions:
Storm drain stenciling
Be aware of timing of events along with ads in television and radio
Put up signs next to storm drains, run news letters with think blue info,
and paint storm drains handicapped blue, a stock municipal color
Does the MDOT have plans for stenciling their bridges?
Donation of supplies from MDOT
Make sure that you talk to MDOT about their future plans, if they are
already going to fix an issue, then possibly leave it for them to fix,
Treatment Measures
Group purchasing:
Bill stuffer with tear off coupon for something( rubber ducky)
5,000 duckies for $2,000
Give something to the public along with the stormwater message
David will be setting up stormwater training for DEP staff so that
enforcement and inspections include stormwater issues.
Rework the Bayscapers for healthy Maine lawns to include storm water
Smoke Testing, share equipment

The next meeting is JUNE 15th from 10-12
